Russian Cluster Observatory in Moscow, Russia, invites applications for postdoctoral research positions in the field of creative and innovative development of territories.

Russian Cluster Observatory (RCO) is cluster-specific research and consulting center, established at HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK) in 2012. It conducts in-depth research on regional and industrial innovation issues through scientific research and appropriate analytical methods.  RCO interacts with state and local authorities, private and non-profit organizations in the field of cluster policy, program development and cluster development concepts.

About HSE ISSEK

ISSEK was founded in 2002 as a part of the National Research University — Higher School of Economics (HSE) for providing scientific research on statistics, socio-economic development in science, technology, and innovation, education and training, information, and communication technologies. ISSEK research places HSE as a Russian centre of expertise in the field of statistics and a new economy.

Requirements

The general requirements for the postdoctoral fellowship positions are the following:

●     Candidates must hold a recent PhD in the field of Economics or related areas which was awarded over the last 5 years or received before starting work at HSE in a relevant field by an internationally recognized university and has been assessed by external reviewers as having the potential to pursue research that is publishable in leading peer-reviewed journals;

●     Candidates should have a strong background in researching creative industries and/or innovative development of cities and/or regions. The candidate must be able to work with databases and be proficient in econometric analysis tools and related software (R, Stata, SPSS).

●      Fluent English is an obligatory condition as research and other activities are conducted in English. Knowledge of Russian is not required;

●     Relevant experience will be an asset although not required.

The position involves:

●     working under the direct supervision of Evgeniy Kutsenko, Director of the Russian Cluster Observatory;

●     participants are encouraged to pursue their own research along with working on the research projects led by Russian Cluster Observatory:

o  HSE Global Cities Innovation Index (HSE GCII);

o  Talent attraction policies and factors;

o  Research on unicorn companies and the global venture market;

o  Creative industries studies;

o  Evidence-based innovation policy (policy assessment);

o  Innovative development of Russian regions.

●     writing research papers for international peer-reviewed journals in co-authorship with the members of the Russian Cluster Observatory;

●     participation in the events of the Russian Cluster Observatory and other contribution to its development;

●     public presentations of candidate’s own research to the academic community;

●     some teaching is encouraged, though not required.

Conditions

Appointments are normally made for one year. Postdoctoral fellows have an opportunity of renewal of the contract (no more than two times).

HSE University offers postdoctoral fellows a competitive salary, the standard medical insurance plan, a working space equipped with a computer and free Internet access at the University.

Russian Cluster Observatory offers access to its databases and analytical software such as:

·      Crunchbase;

·      many others.
