The Institute for Industrial and Market Studies
 at the Higher School of Economics in Moscow, Russia, invites applications for postdoctoral research positions in the field of Public–Private Partnership and Public Procurement.

Public-Private Partnerships are a dynamically developing field in Russia. The post-doc position will focus on a particularly important form of public-private partnership in Russia: public procurement. The post—doctoral position will focus on the determinants of effective public-private partnerships (generally) and public procurement (specifically), with a particular focus on how the quality of regional institutions shape actors’ incentives. The IIMS is currently conducting a number of empirical studies on public procurement, but the successful candidate is invited to join an existing project or pursue a new one of mutual interest. 

The responsibilities attached to the position include:

o  Quantitative empirical analysis of the effectiveness of public procurement and other public-private relations;
o  Building and empirical estimation of theoretical models;
  • writing research papers for international peer-reviewed journals in co-authorship with the members of the Institute;
  • submission of at least one working paper to the HSE working papers series (http://www.hse.ru/en/org/hse/wp/prepfundres);
  • some teaching as well as at least two presentations related to the candidate’s research (collaborative or individual);
  • participation in the organization of events and other contribution to the Institute’s development.

 

 

The Institute offers access to its databases, analytical software and methodological support. The Institute’s Pubic Procurement database, in particular, consists of the full sample of public procurement contracts tendered is Russia from 2011 to 2016, as well as accompanying micro-level data on the firms that participated in them. The institute hopes that the database can serve as the basis for additional original empirical and theoretical research and fruitful collaboration for those selected for this post-doctoral position. It is also worth noting that members of the Institute have significant experience in both quantitative and qualitative analysis of the Russian public procurement system and the Russian economy more broadly and are open to collaboration.

 

Requirements:

  • a PhD from an international research university in economics, public administration or statistics;
  • a background in data analysis or theoretical modelling,
  • ability to work in a team,
  • strong quantitative skills, ability to carry out research using Stata/R/similar software to meet standards of international academic journals;
  • peer-reviewed publications, working papers or a job market paper in the field will be a strong advantage;
  • knowledge of Russian is an asset, but is not required
